Construction update from RCOC - Pink

This week

  • Springline is removing curb and gutter and performing underdrain installation on Tilbury Pl, Tilbury Rd, Pine St, Yarmouth Rd, and S Bradway Blvd.

  • GM & Sons will be pouring driveway slabs on Tilbury, Bradway, Pine, Yarmouth, N Glenhurst, and Westwood.

  • Mike’s Landscaping will be out making repairs

  • Fort Wayne will be adjusting drain structures on the west side of Westwood on Friday.

Next week

  • Springline will continue curb removal and underdrain installation on Tilbury Pl, Tilbury Rd, Pine St, Yarmouth Rd, and S Bradway Blvd.

  • Mike’s Landscaping will be ahead of Springline flagging sprinkler heads and making repairs.

  • The tree removal company will be out removing trees on Monday (3 trees in the Pink section, 1 in Blue).

  • It is possible that removal of the existing asphalt driving surface on N. Glenhurst and Westwood will begin as early as August 1 - Ajax is awaiting confirmation from the subcontractor on the exact date they will begin. See further discussion below.

Springline has requested that residents avoid parking along Pine Street between N. Glenhurst and Tilbury. They are having difficulty making turns onto Pine with heavy equipment when vehicles are parked there.

Looking ahead . . .

Around the first of August, the contractor will begin preparing N. Glenhurst and Westwood for paving. This will involve milling off the existing pavement first, then preparing the stone base for asphalt. Adjustments to drainage structures will also be made. The milling process takes the full width of the street and will move slowly from one end to the other, blocking all lanes as it progresses. There can be no parking on the street during this process. The street will be open to local traffic; however, residents may experience delays in getting to their homes, and may have to detour around the equipment.

Once the asphalt has been milled off, the roadbed will be lower than the curbs and driveway approaches. The Ajax crew will come in behind the milling equipment to provide temporary stone to restore access to driveway approaches. There will be delays between the milling of the asphalt and the restoration of access to the driveway approaches. Residents will want to plan accordingly.

The Road Commission will place notices on front doors about 48 hours ahead of the day when the milling process will begin. Please make sure to remove vehicles from the street before 7 am on the date specified to allow the contractors to start on time and do their work efficiently.

Residents will be able to drive on the stone roadbed after the asphalt has been removed. However, during the workday, drivers will experience delays and required detours when the contractors are doing stone removal/replacement and grading.

The contractor’s goal is to pave the street within 2 weeks after the asphalt has been removed. If the weather cooperates, we will see the first layer of asphalt laid on N. Glenhurst and Westwood around mid-August.

Other reminders

We are finding that the streets are becoming very congested when there is active construction, with equipment, materials and workers on one side of the street and the other open for traffic. For this reason, we are asking residents to avoid parking on any street where there is construction activity. Once the workers leave for the evening, street parking is fine until 7 am the next morning. Please remove vehicles parked overnight on the street before 7 am.

Additionally, while one side of the street is open for traffic during construction, please try to avoid driving on streets where there is active construction to help reduce congestion and keep everyone safe.

Please travel at slow speeds as you approach individuals and equipment. When approaching the active construction area, make eye contact with the individual construction worker or the equipment operator before traveling past them. Equipment operators have many blind spots and may not see you unless eye contact is made.

In case of an emergency, all construction staff will clear the road as quickly as possible to allow emergency services through.

The contractor will be working from 7:00 AM until 7:00 PM, Monday through Saturday. They are working on one side of the road at a time to allow access for residents and maintain the flow of traffic.

Soil erosion controls are to remain in place until the project is completed. The soil erosion controls will slow drainage and protect the drainage system from debris and/or sediment entering the system at all structure areas. Stormwater will drain more slowly in areas where soil erosion controls have been installed. This means that the erosion controls are doing their job to keep debris and sediment out of our sewers.
