Construction Update — Blue Section 10/2/24

Construction update from RCOC

This week

  • Paving will continue Thursday with Ardmoor and Hupp Cross, starting at the east end of Ardmoor and proceeding west, then jumping to the north end of Hupp Cross and moving south toward Bradway. The streets will be completely closed to all traffic and residents will not be able to get into or out of their driveways until the asphalt is cooled and the street reopened (usually a few hours). Vehicles should be parked outside of the paving zone before 7 am to avoid getting blocked in (or towed, if parked on the street).

  • Grading will continue on Half Moon, Wooddale Court, Wooddale Road, Tuckahoe and Roland, in that order, in preparation for paving next week.

  • Curbs will be completed Wednesday on Hamilton and N. Williamsbury; driveways will be laid Thursday.

Next week

  • Grading will continue early in the week on Half Moon, Wooddale Court, Wooddale Road, Tuckahoe and Roland, in that order, in preparation for paving. Paving on these streets will take place later in the week; exact dates will be determined after additional grading allows more detailed evaluation of the sub-grade. Residents will want to check daily for new blog posts announcing the paving schedule.

  • On Thursday (10/10) and Friday (10/11), streets in the eastern part of the section (Overhill, Glengarry Circle West, Hamilton and N. Williamsbury) will be milled to remove the existing asphalt roadway. See 9/18/24 blog post linked below for parking and traffic restrictions during the milling operation.

  • Grading work will begin in the eastern part of the section after milling is completed and will take 4-5 days to complete on each street (depending on the condition of the sub-grade).

  • Doan will be completing concrete curbing work in the existing gaps and at some corners. ADA ramps will likely wait until the week of October 14.

  • ART will be lining structures in both the Blue and Pink sections.

Parking suggestions during curbing, milling, grading and paving operations

Eastern part of section

Once the curbs and driveway approaches are laid in the eastern part of the Blue section, the construction work will move on to other areas. Residents can park in the street during the workday and at night on streets where there is not active construction work, until driveway access is restored.

When milling operations are taking place on 10/10 and 10/11 and during the grading work (4-5 subsequent days), there can be no street parking on Overhill, Glengarry Circle West, Hamilton and N. Williamsbury. Vehicles parked in the street at any time during the workday will be subject to towing. Residents will have access to their driveways by that point, and driveway parking is a good option (plan ahead as the milling work nears your driveway - it may take 30-60 minutes for the milling equipment to move past and allow driveway access to the street). Other parking options include Sandringham, Glengarry Circle East, N. Glengarry Road, or Hamilton/Williamsbury south of Bradway Blvd. The contractor will likely be staging trucks on Bradway Blvd. during the milling work. Therefore, parking on Bradway during milling should be avoided.

Western part of the section

During the grading and paving operations, residents in the western part of the section will not be able to park on the street during the workday, and cars will need to be moved off the street before 7 am to avoid towing. Driveway parking is the best option during grading. There may be delays in getting out of driveways as discussed in the 9/18/24 blog post (linked above), and residents will want to allow extra time. For street parking, residents generally will want to park behind the construction work (that is, park on a street where the construction operations have been completed) or out of the construction zone completely. Other than driveway parking, there are limited options to consider, given how tight this part of the Blue section is. Parking suggestions for residents of these streets:

For Ardmoor and Hupp Cross - parking on the part of Ardmoor not in the Village is an option. Once Burning Bush is reopened after paving, street parking there is allowed.

Hupp Cross, Wooddale, Roland, Tuckahoe, Wooddale Court and Half Moon: Parking on Burning Bush or streets south of Bradway Blvd. will be the closest options. Ardmoor and Hupp Cross will be options for parking once the are reopened after paving.

Please do not park on Bradway on any day when milling and/or paving are scheduled. Asphalt trucks and gravel haulers will be staged on Bradway during these operations; additionally, school bus pickups for the Blue section are on Bradway, and it will be very congested. Further, the construction equipment has a difficult time navigating corners when cars are parked along Bradway.

During paving, there can be no street parking, and residents will not be able to get into or out of their driveways until the asphalt is sufficiently cooled and the street is reopened. Residents who need their vehicles will want to park them outside of the construction zone the night before paving begins in the areas suggested above. Once a street is paved and reopened, residents will be able to park on that street while other streets are being graded and/or paved.

Looking ahead . . .

Restoration work will be performed between the first and second courses of asphalt. Restoration work will include repairing any sprinklers that have been damaged, preparing the areas between the curb and sidewalk for sod (adding top soil and grading), then sodding. Residents will be asked to turn on their sprinklers to confirm they are operating after the repairs. For this reasons, residents will want to schedule winterization as late as possible to ensure that repairs can be completed before the system is winterized. As a reminder, the Mike’s Landscaping has been contracted to make all sprinkler repairs in the road project; residents who choose to have their own contractors do the repairs will not be reimbursed.

Drainage structures and manholes will be lined and adjusted between the first and second courses of paving. This work will involve blocking the street when the structure is located in the middle, and there may be temporary delays and detours for traffic.

The second and final layer of asphalt will be installed later this month, once restoration and structure work is completed. It is possible that some restoration work will have to wait until after paving, in order to get the asphalt down while the weather cooperates and before the asphalt plants close.
