Construction update 5/14/24 from RCOC

The Road Commission has asked us to pass along the following information to residents in the PINK and BLUE sections. (Please note that the Road Commission refers to the PINK section as the RED section):

You should have received a letter either attached to your mailbox or door over the last few days with some pertinent information. (See PINK letter HERE. See BLUE letter HERE.)

We have started placing stakes (wood with pink flags) for the rehabilitation of the existing roads. There will also be different color flags and paint markings placed in lawns and the roads; these markings need to stay in place during the entire construction process. We will move them upon completion of the project. The flags and paint markings of multiple colors indicate where underground utilities are located. The markings help us not to disrupt the underground utilities (gas, electrical, sanitary, watermain, etc.) and cause any outages to residents’ houses. Removal of the flags or paint markings is actually a federal offense. The wood stakes with pink ribbons are offsets and elevations to be able to construct the new road. They also provide alignment of the existing roadway so that we can put the road back in its location.

Starting on Thursday morning (5/16/24), we will start identifying and relocating sprinkler systems throughout the site in preparation for the start of construction. The Restoration Contractor accompanied by my field staff will likely be knocking on your door to request that you turn on your sprinkler system. This request is so that we can verify/document location of sprinkler heads and functionality of the sprinkler system.

By the end of this week, we will have started to mark out driveway and sidewalk removals (pink paint with arrows on the driveway or sidewalk). When driveways are removed we will provide a stone transition so that you are able to access your residence. Driveways will be replaced with the same material that was removed (Concrete removed/Concrete replaced, HMA (asphalt) removed/HMA replaced, Brick Pavers removed/same Brick Pavers replaced). Further information will be provided prior to the replacement of driveways and sidewalks.

There will be construction signage installed throughout Bloomfield Village; these signs need to remain in place and will be removed when they are no longer needed. Any damage that the signs cause to greenbelt areas will be part of the final restoration process.

As we are now preparing to have many different crews and equipment throughout the Bloomfield Village Red and Blue sections, we ask that you travel at slow speeds as you approach individuals and equipment. When approaching either, please be sure to make eye contact with the individual or the equipment operator before traversing past them. Equipment operators have many blind spots and do not know that you are there unless they see you (eye contact). Please be assured that we want to provide you with a quality, beautiful new road; we need your help by being patient and limiting travel in the areas which we are working during working times. We want to complete this large project as quickly as possible and limit the inconvenience to the residents as much as possible. Please refrain from parking in the road. We will provide updates to the residents as the project progresses. If you receive an update, please spread the word to your neighbors in case they are not aware of what and when work is transpiring. We know that the upcoming work is exciting and interesting to children of all ages; PLEASE keep children out of the road and behind the sidewalk at all times. The work that will take place generally will not extend any further than 5 feet from the edge of the existing roadway.

Likewise, the contractors’ employees have been notified not to have communication with residents; this is so that RCOC can be sure to address and aware of any residents’ concerns.
