Construction update from the Road Commission - Pink

This week

  • Springline will continue prepping for concrete ahead of Doan, the curbing contractor. Doan and GM & Sons will continue pouring curbs and concrete driveway approaches. This work started on the north end of Yarmouth, Waddington and Oak, and will continue through Pine, Tilbury Road and Place, then the south part of Yarmouth (east of Cranbrook) and S. Bradway Blvd. Curbs should be completed in these areas by the end of the work week.

  • Springline will start curb and driveway approach removal on Yarmouth and Oak west of Cranbrook. As a reminder, when driveway approaches are removed, they will be replaced with a temporary stone approach allowing residents to have access to their driveways. There can be a delay of up to an hour between removal and placement of the new stone. Residents will want to allow extra time when this work is approaching their homes, to ensure the temporary delay does not become a problem.

  • Mike’s Landscaping will be out making repairs.

Next week

  • Springline will continue curb and driveway approach removal on the sections of Yarmouth and Oak west of Cranbrook, then move on to Dorstone and Tottenham.

  • GM & Sons will continue pouring concrete driveways early in the week.

  • Mike’s Landscaping will be out making repairs.

  • Contractors will wrap up and clear out of the neighborhood by 3 pm on Friday, in advance of the holiday weekend. Work will resume on Tuesday, September 3.

Curbing operations - driveway access restrictions, parking

As a reminder of the curbing process: Temporary driveway approaches will be removed first, then the curb will be placed, followed by pouring of concrete driveway approaches. Residents will not have access to their driveways for about 2 weeks for the curbing operation. The two-week period starts when the driveway approach is removed. See more information on the curbing process HERE. Residents who will be impacted by the curbing process will receive a notice on the front door about 48 hours in advance. Make sure to have any vehicles you need out of the driveway/garage before 7 am on the day the driveway approach is removed, to avoid being blocked in for two weeks.

New driveway approaches will generally be concrete, unless the Road Commission contacts the impacted resident to discuss a different material (asphalt, re-installing brick pavers, etc.) Residents who previously had asphalt driveway approaches can request an asphalt replacement (instead of concrete) by emailing Wayne Dabrowski at wdabrowski@rcoc.org.

On the days when the contractor is removing driveways, laying curb and laying driveway approaches, please park on another street during the workday (or perhaps arrange with a neighbor across the street to park in their driveway). It is very difficult, and in some cases impossible, for the contractor to navigate around vehicles parked on the street during construction. After the construction crews have left for the evening, street parking is fine until the crews come back at 7 am the next day.

Once the concrete has cured, the contractor will remove barricades indicating that vehicle traffic on the curbs/driveway approaches can resume.

Looking ahead

After Labor Day, contractors will begin the milling, grading and paving operations on streets in the southern part of the PINK section where curbing is complete. As a reminder, there can be no street parking during milling or grading operations; streets are completely closed to all traffic (and parking) during paving operations. Curbing operations on the first sides of Oak and Yarmouth (west of Cranbrook), Dorstone and Tottenham will likely begin mid- to late-September.

The Road Commission has been in contact with the Birmingham Public Schools Transportation Department to inform them of the road construction taking place in our neighborhood. The Transporation Department will be determining how the construction will impact bus routes.

Restoration of areas impacted by the road construction is generally performed during the period between the first and second layers of asphalt. The contractors are holding off on sodding the right of way on N. Glenhurst and Westwood until after Labor Day, in an effort to avoid hotter days.

Sprinklers damaged by the road construction will be repaired by Mike’s Landscaping. The Road Commission has indicated that residents choosing to use their own contractors for repairs will not be reimbursed for the cost.

Other reminders . . .

In order to store materials closer to the work in the north part of the PINK section, Oak Blvd will be closed between Covington and Yarmouth, starting as early as this week, for at least 2-3 weeks (maybe longer). Residents will be able to get in and out of driveways that open onto that block of Oak, but the road will be closed to traffic. Residents will need to plan alternate routes to detour around the closure.

During this period between the first and second layers of asphalt on N. Glenhurst and Westwood, the pavement is lower than the curb. Water will pool in the street during this time because the drains (in the curb) are higher than the water the street.

Given how congested the streets are with construction, we are asking residents to avoid parking during the workday on any street where there is construction activity. Once the workers leave for the evening, street parking is fine until 7 am the next morning. Please remove vehicles parked overnight on the street before 7 am.

Additionally, while one side of the street is usually open for traffic during construction, please try to avoid driving on streets where there is active construction to help reduce congestion and keep everyone safe.
